Sherlock Holmes and the adventure of the blue chip

This bound is loosely based on the short story "The Adventure of the Blue Carbuncle" by Sir Arthur Conan Doyle. You have worked with the great detective Sherlock Holmes for a few times already. This time a man came to the detective with a worn hat and a bag of cookies. This client wanted Holmes to find the owner of both items. The detective, however, only kept the hat and send the cookies home with the man, assuming that the cookies would get stale before he could find the owner. Later the honest man returned having found a blue data chip in one of the cookies. Now, you have received an email from Sherlock Holmes giving you the facts of the case and directions what to do. Can you help Sherlock Holmes to find the owner of the data chip and the hat?
